Stanford. Because even with the UCs, you'll end up paying close to as much as you would for Stanford.

Public - Berkeley or UCLA. Interesting areas at both with a wide variety of activities. Berkeley is in a pretty bad part of town, but there's easy public transportation into San Francisco and the food around campus is better than UCLA. UCLA is an an upscale area of Los Angeles, but you'll need a car to visit the fun stuff.
Private - Stanford and USC. Stanford is in a very upscale area of the Bay Area. Nice weather. Great all around, including sports and on-campus activities. USC is the least preferred b/c of the area it's in. While Berkeley is in a bad area, there are still tons of great restaurants and shops around. Not so much with USC. Plus, unless you have a car, you're stuck in that area b/c public transportation is practically nonexistent in SoCal.

San Diego State is up there. Cal Poly is also good. You don't say what level university you want....just good for someoue outside of CA. So you might also ask where in CA you would like to be. The sate is very different up north and down south east and west. So cal by the coast is great if you like sun and warm. No CAl by the coast is great if you don't like lots of people and the schools closer to Tahoe are best for skiing!
