You can get your Bachelor's Degree in Structural Engineering, then apply to law school after you get that. After you get yout JD from law school, you can work as a lawyer specializing in construction or other engineering related areas. Or, if you want, you can continue your engineering career. It just depends on what you want to do after you graduate from law school.

What are you going to do with law? Police officer? Lawyer? There's so many career paths in law. Personally, I"m in law enforcement and I love it. But if being an engineer gives you joy too, go there. Just telling you what I know if you decide to go into law.

Why can't you double major til grad school. You'll have a bachelor's in C.E. and then you can go on to get your law degree.

P.S., One question mark and exclamation point is enough.

Stick with the engineering. There are too many lawyers already and it's the world's most hated profession !!!
