Our values are based upon information and experience. So those can change (and do) all the time.
Now, as for personalities, thats something different. Our experiences can reinforce or mitigate our personality traits, but they cannot make them go away. If you are a primarily practical person, sure you may have your moments of lyrical yahoosie, but even those moments could happen because you have carefully figured out that 1 day of lyrical yahoosie-ness a week promotes productivity by 33%. So its not like being that lyrical yahoosie is reflecting an essential personality change.
What happens is that as people start off primarily with a certain set of characteristics, their experiences (and values) help to shape and refine those characteristics, adding to them in ways that ultimately complement the original personality.
So if you were a morose child, but suddenly turned happy-go-lucky, more likely you were happy-go-lucky to begin with and it was the circumstances (changeable) that hindered the 'real' you.

Yes - people do change if they really want to, though it's hard to belive sometimes.
My husband changed - when he was a youth, he was a car thief, and an all out delinquint... when he and I first got together he had a really bad temper (he father was abusive) - one day he hit me... in an instant he saw his father in his own eyes and laid down on the floor and started crying.
He never hit me since and began going to church and became a Christian.
He is now the most loving, wonderfull husband and father anyone would ask for.

I figure ppl build off their original values and morals to make them more detailed for themselves..
The times I think that values and morals change is if there is a drastic happening for that person. The stories of "I've seen the light" or "Now I realize due to this experience.." type of thing.

I think it depends if people WANT to change..
there was a study of personality on babies, some were happy go lucky others were primadonas etc, and their peronalities stayed generally the same.
but we're alway learning new things, and how to look at things from a different viewpoint.
it all depends on the person. Some people change and some people don't.
