The county (at least in AZ ) coroner will take the body & place it in a very simple grave. Please contact the local county for its procedures. This happens with indegent people, drug addicts and situations like you describe. Local government has to respond to the needs of its citizens, including in death.

If no one claims the body they will normally cremate her. I know this because when my brother died we had a week to come up with the money to bury him or he was going be cremated. I don't know how long they keep the ashes.
