There are 3 blending plants within 100 mi radius, but the only problem for feasability is the local grain market is small and much of the grain would have to be bought outside the state at first. Also, does anyone know of a way that I can get substantial funding for this project, Its going to take several millions in purchasing land, construction, labor and capital.

You may want to re-think the ethanol angle. We are in the process of over building on a huge scale in the mid west "where the grain is". It is much cheaper to ship the finished product than to ship the grain. This is now more questionable with the price of grain "corn" going up and the price of fuel settling to a more manageable level. I am a supporter and investor in ethanol, but with the decrease in mpg "consumers will not pay more for ethanol" and the price of ethanol production increasing i feel you would be getting in on the wrong side of long term profitability.

First, you're guilty of duplicate posting.

Most of the plants I'm seeing have backing from big oil, or big ag, or both.

To get funding you approach people and institutions that have money, show them your business plan, and convince them that you're capable of doing what you propose that you do. They will buy both you and the idea, or the deal is off. The investors will want all sorts of things, such as control of the project, or a high buyout clause, or lots of stock, high interest rate, etc.

Well, put yourself in debt for about 15 minutes after you set it up and launch it, because after that much time, it would pay for itself!!!
