Naruto in his 4-tailed form is kage-level because he was beating Orochimaru in it and his chakra blast broke through his triple rashomon without losing momentum. Orochimaru said Naruto wouldve killed him and Orochimaru is kage-level.

Naruto should be the Hokage because it is his dream and he is willing to go for it. He trains so hard everyday so that he could be the Hokage someday.

Given your reason, NO. Strength is not a sole basis for becoming a hokage. Remember, orochimaru was supposed to be the yondaime hokage (fourth hokage) but because of his wicked plans, sarutobi choose someone else, the yellow flash, kakashi's sensei. And at that time, Orochimaru is way stronger than kakashi's sensei.
Remember too that Danzo, the head of ROOTS, an ANBU program, is stronger than Sarutobi and was actually a candidate for becoming the sandaime hokage (or third hokage) but because Sarutobi has more passion and devotion for Konoha than Danzo, Sarutobi was chosen instead.
A kage should have an exterme passion and devotion for his country and country men. He should put his country above his own life. Of course, one should be the strongest (or as much as possible the strongest) in the country to be able to protect his countrymen but strength only comes secondary to passion and devotion.
So again, given you're reason that Naruto is very powerful in his 4-tailed form and can beat orochimaru, my answer is NO.

In raw power, yes naruto can beet guys like orochimaru, But that is only using raw power. In 4- tailed form naruto doesn't have the ability to discern between friend or foe. When Orochimaru was fighting naruto, he was able to still defend himself, but naruto in 4-tailed form is way to powerful to beaten with just techniques. To become kage you would have to have the ability to face people like orochimaru with out losing your head.
Naruto would have to get strong on his own without a lot help from Kyubi in order to become hokage. He would have to get alot more years of experience, killer powerful jutsus, and the ability to better manipulate his vast chakra before he himself can truly become hokage

in strength = yes, Naruto is equal with Orochimaru when Naruto in his 4 tailed form. I doubt the villagers would vote naruto as hokage just because of his strength. A hokage needs to be well-received by the villagers and his comrades and the hokage needs to protect the village and the villagers' welfare so I would say becoming a hokage in his 4 tailed form are totally two different thing. well if you're talking abotu strength, yes Naruto is in hokage level when in his 4 tailed form.

Well, the more Naruto uses the 4-tailed Kyuubi form, the shorter his lifespan will be, like how Tsunade uses Sōzō Saisei. So the more he uses the 4-tailed form, the shorter he lives and he won't be able to achieve Hokage or stay as Hokage for long.

No, obviously not.
If Naruto's so strong, why has he not retrieved Sasuke?

It is his inner strength and determination that will help him become the Kage, not the Kyuubi's borrowed strength.
As mentioned previously, it does hurt him and he wouldn't live for long.
Of course, he's strong, but that barely means anything. If any, the villagers would probably fear him even more, rather than elect him Kage. As mentioned previously, he also needs the support of the people.

He should be considered for Hokage if he can successfully combine Rasengan with his Wind Nature Chakra, something the fourth couldn't even do.
