create a webpage that isn't going to bog down someone's computer
using a whole lot of flash and animation stuff will bog it down
not everyone has a new high tech computer with tons of memory and hard drive to fly by

There needs to be a balance of meeting a wide audience by offering flash and non flash versions of the site.
If you spend too much effort on the flash side the non flash users will feel left out. Also search engines are unable to view flash, so any content that is flash only will be skipped by google etc.
I recommend building a site without flash, and slowly building up over time the amount of flash. Never start with all flash it will be harder to draw a crowd and search engine results.

Are you asking if you should create a website in just flash?
Only if you plan to use the benefits of flash (animation etc)
If your going to have a normal webpage as a flash movie then no, no need

being a site .....it doesn't matter what program, format or anything you use.
websites need to have a layout, a form, a flow...etc.
look at other sites to get an idea....the more you see the more you'll notice the pattern.
