I was wondering whether I could view messages downloaded from Thunderbird in Outlook 2003 without having to redownload them.

There is a FAQ on this subject on the Mozilla page.

One thing you didn't mention in your post was whether you keep copies of the emails on the server. If you do, you could set up that new account in Outlook and pull them down again. Most people don't have their mail server retain copies though.
