I guess tht it means whatever is emitted by the vehicles ( smoke ) is saved, that is 36% less of pollution

The reference looks like it might be to the Kyoto accord. If so, then saved means the more efficient use of fuels would meet 36% of the target established for reduction of green house gas emissions.

It means that the fuels burn "cleaner" and therefore you are not putting out as much emission into the atmosphere.

There are better ways to say it, but the purpose of most statements such as this is misdirection.
