I think what you want to do is file a tort claim. Usually, if you go to the website for the government organization the police officer works for, they tell you who you have to file claims with (it varies from organization to organization). Sometimes it's the mayor's office, or the county personnel office, or whatever. The requirements for the complaint to be "duly filed," the length of time the government entity has to answer your claim, what your appeal rights might be, etc., all differ from area to area, too, so your best bet is probably going to be to consult an attorney to find out how to go about it properly in your area.
