Washington--Seattle in particular, as the weather is comparable, and there is so much to do here. You are just an hour away from some of the most beautiful mountains, right on the water, and only 2 to 3 hours from the ocean. The city is a great place to hang out, with fantastic schools, and a gazillion coffee shops wear you can get a job.
Actually, I'm not familiar with the job situation, as you would probably be limited by your visa as to jobs. But I think that you would be allowed to work at whatever school you are studying at.
I have friends who are Irish, and they really love it here.

Chicago, because there are a lot of people with Irish roots here and many jobs are available for the Irish. Michael Flatley was originally a Chicagoan. We have famous Irish-American dance companies here. You can visit the Irish American Heritage Center and get acquainted with the community.
Boston is another choice.

Massachusetts - we have a great Irish population. Lots of support - - especially in and around Boston/Quincy area. There are a lot of great schools and many jobs in and around the city.
