The first reason is because it is a democracy and imposing a limitation on procreation in a truly democratic nation would be problematic at best!
The second reason is that India has a very dark history with population control. In the past there was a sterilization movement that had people being bribed with cheap radios to agree to be sterilized so the workers could meet their quotas. People didn't know what they were doing, poor people were targeted, people got infections, it was a mess. Given that history anything that smacks of those policies would probably be strongly opposed.
That being said, almost every truck in the country has the slogan "We two our two" painted on the back of the truck. Most families do have only one or two children as most families are desperate to educate their children to the best of their abilities and they understand that they won't be able to do it with more than a few kids.

there is a 2 child policy, 1 child would be even better, but the masses are uneducated, do not grasp the relevance , poverty is a hinderence, but i'd say the lack of awareness and education is the larger factor

They are still trying to get the public to use condoms and protection. Many people are also too poor to afford birth control, so to try to punish people the way they have done in China for having more then one child might actually, be hard to enforce.
