I want one for Christmas, and it shouldn't be more than $450. Also, it has to be able to seat someone about 5'10 130 pounds and go at least 15 mph.

Like cars, there are many makes and models for these. It depends on what you need. Bigger batteries that hold a charge for you to get across the entire island of Manhattan if you travel back and forth in New York City is one thing. Moving a few hundred feet at camp is another use. Why you use it and where is the key.

Most of them go pretty good 15-30mph normally. I would make sure you go with a model that stays charged the longest or your fun and trips will be cut short.
