If 3.75% of people make more than $100k per year, then 100%-3.75%=96.25% make less.

Multiplying 23,000,000 people by 0.9625 gives 22,137,500 people that make less than $100k a year.

23,000,000 people
x .0375 percent

862500 earn more than 100K; therefore

23,000,000
- 862,500

22137500 earn less than 100 K

or

100% - 3.75% = 96.25%

23,000,000 people
x .9625 percent
2213750000 people earn less than $100K
