Go to USPS.com and click on the Jobs link at the bottom of the page. Then you can click on "apply for an exam" and if you do not have an announcement number click continue and follow the instructions. The exams are not always open so you should check back often. After you apply for the exam you will be sent a packet about 2 weeks before the exam date. The scores usually take about 6 weeks to receive. You must receive at least a 70 to get placed on the register. Everyone who receives a passing score will be merged onto the register along with anyone else who is still on the register. So if you get an 80 and there are people who have been on the register you will be placed ahead of them.
Then as positions open the post office will send out letters to a number of people at the top. I received letters where it was a mass call. 50 letters went out for 5 positions. 35 people showed up which is way more than they expected. They asked each person which locations they wanted to interview for. They interviewed 3 at a time. If you were acceptable you were told that day and offered a position as long as you pass the drug test and driving record check. They did not get to everyone before filling all of the positions. Never leave until they have filled all of the positions! Even when they keep telling you they won't get to you that day. I know a person who waited from 8 am until 5pm and got the job because several people ahead of her had left because they were told their number wouldn't be reached that day.
If there is only 1 opening you may be directed to call the postmaster directly to schedule an interview. I don't know how many they send letters to in this case but my guess is 3.
As far as how long it takes to get on it is really hard to tell because there are so many factors. When I took the exam I got my first letter for an interview the day after I got my score! then it took another 4 months before I got my next letter. They won't tell you exactly where you are on the list either which is very frustrating. Every time you get a letter I would say go to the interview if it is a mass call because they can add post offices the morning of the interview. If you don't go make sure you send in the "declination statement" and you will stay on the register. Otherwise they will drop your name. Good Luck! Hope this helps!

Right now , it might be a lost cause. First, there is very little turnover. Most people who work for the PO stay until retirement. Secondly, the PO is losing a ton of money and is talking about cutting mail delivery back to 5 days a week. I once asked my mailman about this. you take the civil service exam and your name stays on the list for 2 years. It took him 18 months to get hired. Also, it really helps if you are a veteran, as veterans get preference in hiring.
