Windows restarts by default when it encounters an error. So it looks like there is a system error at the Log on screen.

But then, system errors can happen because of hardware faults - broken, not installed right, crooked, pulled out, etc....

So, be sure your hardware items are all solidly installed. Test it. If no luck, you'll have to put your Windows cd in the drive and follow the screen until you get an option to Repair windows [NOT the Repair Console option that shows up before the one you need].

I'm assuming here that you cannot even get to Safe Mode....

Try checking the hardware is plugged in the slots and try removing add-in cards one by one, try removing CD-Roms and so on, and see if it works, because it may be your power supply that's causing the problem. You should also check the temperatures of your motherboard and processor, since heat is a bad factor for computers, check that your coolers are rotating at the right speeds, and even try lookin at the RAM settings (eventually load Fail-Save defaults from Bios or load Optimized ones, or just load Defaults - You can enter BIOS by pressing if you have Intel or if you have AMD processor, in most cases). Also, try replacing your RAM if possible.

If you installed some programs or drivers before Windows got infinite-loopy, try remembering what you installed, and boot into safe mode, pressing F8 just before Windows boots, and remove that software/driver that may be the cause of the conflict.

The first thing I would try is a different keyboard. Sometimes buttons get stuck pressed down and cause your comp to act really crazy during start-up. It's mainly the F keys up top that will do it.

Also, dirt and hair can get under the keys, making the keyboard think they're pressed .... once again causing mysterious problems. I can't tell you how many times I've had this happen to me.

So before you do anything drastic, try hookin up a different keyboard.

Could be a multitude of things. could be a faulty power supply not providing enough voltage. CPU could be over heating. check to see if the CPU fan turns on when you power up the system. it could be a virus causing the system to fall into a repetitious boot up cycle.

try to boot in safe mode. see if you can get into the BIOS(hold F2 during the boot up cycle)
