Probably for legal reasons to prevent high school KIDS who have been playing hard for four quarters and are winded are more vulnerable to injury if the game goes to 1 or more OT's

Some states do and some states don't. The states that don't just can't think ahead....

THAT IS ONLY TRUE IN SOME STATES. GEORGIA IS ONE AND LOUISIANA IS NOT.
