At the space center how do you make the number go up in American Version in Ruby/Saphire?

How do you get jirachi without action replay? How do you get the numbers to go up at the space center?

ok well i have ruby i read somewhere that if u don't play the game for awhile the counter at the space center goes up. try it and see what happens good luck :)
