I got the first part so easy and I opened the document in notepad like it says, but I get a TON of weird symbols and I don't think that's right. I've tried downloading other programs but they don't work for some reason. Please help!!!!

The easiest way I found to see the right answer was to open the document in Microsoft Word. Now select all the text and change the font to 'Courier New' and font size = 3 (you can't select anything below 8, but you can type in 3).
You should see 'Y HELO' spelled out. If you can't try changing the viewing size to be 150% or 200%...
The next page should therefore be: yhelo.html

What was the filename of the doc you opened? (<--- hint)
Did you cut and paste the contents into notepad?
Maybe there is a setting you can tweak?
