I've read all books by both authors. That's a very hard question. Though, Clive Barker spins fantastic story lines. Stephen King has the word imagery to back it up. I'd say Stephen King.

Clive Barker is the better writer, but I find some of his books too tedious. King keeps my interest, but Barker calls to my romantic poetic side.

I think they are both very good writers. Depends on what story your reading at the time. if you enjoyed the last book you read by either writer then at that point you should just be satisfied you read a good book, it's not really about competition is it it's all about taste. Reading opens up a new world every time you read a new story.
