I run XP Pro on a Dell laptop. On the first floor is the wireless Internet connection. I live an run my laptop, legally, from the second floor. The signal appears to be getting weaker. Is this because my card's going bad or is it because I need an access point on my second floor?

It could be either one or both. Or maybe the access point on the first floor has been moved.

Try accessing another point somewhere else (such as starbucks or the public library) and see what kind of range you get. Their could be some new equipment in the area that is interfering with your signal.

Has your acess point been moved? If not, it is probably the access point(still). It is because it is probably getting worn out.
