I think the biggest factor was the printing press (Gutenberg) which made it so ideas could be communicated and thus created synergy.
But this without an agricultural revolution that took place before the 1500's would not be enough alone.
Protestantism lead to mass literacy.
Here a just a few reasons.
The freedom that the Americans and British had defiantly helped to promote the industrial revolution in the 1700's but Germany was not as free and they produced alot. Also the mechanical tradition extended far back into the middle ages.

The printing press is the key. It enabled scientific discoveries and philosophical speculations to circulate widely, and thereby to trigger further thoughts and discoveries.
