The steering wheel turns easily for a quarter turn and then it gets hard, then easily again. This is more pronounced when I am driving slowly 30mph or less. I had the right tie rod end and power steering pump replaced with no change. When it got really cold the problem seemed to go away. It does not make any noise that I know of. What is the problem?

Gear box is going bad. You may be able to put some conditioner fluid in it to help. Replacement is immanent.

As was said by others, this is a classic symptom of a failing steering gear. You will need to have the rack replaced.

well looks like to me your rack pinion is bad getting stuck on half turns .
