Think of the 1st answer: On the way to the bank... the interest rates were NOT on their way to the bank, YOU were or HE was or SHE was... In the second example, 'Having risen because of the rains...', it wasn't the hikers who rose because of the rains, but rather it was the RIVER. Question #2 is an example of the 'dangling modifier'.
