I was wondering where can i buy a pc (just the tower) with no monitor , mouse or keyboard and with no operating system installed on it, in Toronto, CA.

You can change the CPU without having to buy a new operating system. Although when it comes to changing the motherboard, you MAY need to get a new OS.

try a local store they will build you one it is called a bear bone system or base unit
don't have one shipped from American, cause the warranty will be void and it would cost to much to ship to you

there should be lots of little computers shops around Toronto.
Don't go to a big store little ones are always your best bet they will look after you and give you a good service
