Back in the days of the founding fathers, definitely. With a little hindsight, I would patch some holes in the constitution to better guarantee that no branch of government usurped or subverted the others; I would strengthen the checks and balances. I would also define the right to privacy, clarify the first amendment church and state clauses and define what under what circumstances the right to bear arms applies.

Now. Because now is the time that corruption really needs to be dealt with. Publicly-funded campaigns, socialized medicine, and renewable energy all need to be implemented, and above all, we need to do what we used to do during wartime. Commandeer the company's factories to make weapons, because when arms manufacturers profit, and they can fund the politician's campaigns, we end up in a state of perpetual war, like we are now.
