Do you get to Sight See When You Travel for Competitions?

Not much, if you care for your result. There is always a possibility, but most sportspeople I know are using it for resting and focusing on their competition. Most of them can't remember what it was they saw because they can't pay attention. Of course there are those who go sightseeing &shopping a lot, but they are usually not among the winners.
