pretty inside? (cause they like become compassionate and then like become nice) so then do they turn pretty?

Mean people=Ugly (stipulation you provided)
Ugly on the inside=Mean people (Educated assumption)
Ugly on the inside=Ugly

I think it might be a nice thought that you could judge a person by their outward appearance, however even then you should not judge to harshly. I have come to learn that people can and do change. Or that even if they don't change they have moments when they can surprise you with kindness and understanding
