The only time you would be, is if you fail to appear at court at the scheduled time.
And it would be jail actually, not state prison.

Yes. Maybe the thought of going to prison for a minor traffic violation will influence people to drive better.

I don't know what state you life in - but around here, prison wouldn't be a concern unless the traffic violations were many - and not minor.
