I have a range of people to buy for, from kids to grown ups to grandparents.

Usually books are less than 25 dollars and they suit all ages. T-shirts always make good gifts, or you could look in homewares and get some cool mugs or glasses for not that much money. I always resort to soaps/shampoo/moisturiser for girls and chocolates for boys - that way they are not wasted. You don't have to go to a fancy store - even the chemist or supermarket has good gift ideas.

Consider wind up flashlights. We found them at Stein-Mart 3/$20. Nifty idea. Inexpensive. Everyone who has received one in the blind gift exchanges in which we have participated seemed happy with the gift.
I can't find a brand name on them (we got some for ourselves).

Now, it's not a bright light, but plenty for a night-time stroll down the sidewalk or getting up to 'go' at night.

For kids stuffed animals or some games would do.
Teenage girls like stuffed animals too, or accessories like necklace and earrings.
Teenage guys like cologne (not sure if they can b under $25), gift certificates, or video games.
Grown ups are fine with gift baskets from Body Shop or something, and maybe gift certificates too.
Old ppl books are good.

this year I got fresh from the mine precious gems for family. it's not just rocks. it's an adventure. polish them up and it is very possible for the $20.00 I spent per person they just might have something worth thousands Then they could get whatever they want.

I got some car wash passes one year and really appreciated it. you could also give movie passes. if anyone is religious, you could find tons of stuff at a christian bookstore/coffeehouse. teens would probably love a gift card to Best Buy.
