I know that when I start up my computer, Norton antivirus runs automatically and sort of delays me from using the computer for a minute or so. If you have Norton it is probably automatic.

Programes, including Anti-virus usually only work when the computer is running complete with the Operating System (e.g. Windows)...... most anti-virus scans usually start-up when the operating system loads, and can be set to do a quick check on start-up (though it does mean the computer takes longer to get going)

Technically if your computer is turned off nothing runs. Perhaps you might want to rephrase the question to include details...
