Suspend Carmelo for the rest of the season and anyone else who swung (or that guy who tackled that other guy into the crowd) should get about a month off.
The NBA needs to show a no tolerance attitude. By handing out "slap on the wrist" fines, they're not doing anything. A $50,000 fine isn't anything for these guys, neither is a couple games off with pay.
So start handing out large suspensions WITHOUT PAY and then you'll get these wild animals tamed.

I think in order for this sort of thing to never happen or the players to think twice about, is to stiffin' the penalty. Have a rule set in stone for fighting or participating. Like:
An ejection from the game.
A four game suspension without pay.
A $85,000 fine minimum.
For a first offense and progessively gets worse if test the NBA
The only way to hurt these guys is to take away their money and ability to play. One game and $35,000 isn't gonna do crap. That's just chump change.
