I think its a close call between England and Spain
Spain has the more crafty, creative style of play
England is faster/more aggressive
Italy is highly defensive
Germany was one fo the best a couple of years ago but its league has been falling off.

Spain have Ronaldinho and Eto
England have Rooney and Stevie G.
Italy have Totti
Most leagues have 2-3 great teams and the rest are very average.
