The National Minimum Wage is currently set as follows:
1. Workers aged between 18 and 21 inclusive years old: no less than £4.45 per hour
2.Workers aged 22 years old and over: no less than £5.35 per hour
3. Workers aged 22 years old and over who have started a new job with a new employer and do accredited training should be paid no less than £4.45 per hour for the first six months only (After which they move the full rate of pay).
4. A new rate for 16 and 17 year olds will mean they should be paid no less than £3.30 per hour, although this excludes apprentices.

There is no minimum age limit as to the Federal Minimum Wage, although there are some jobs (waiter/waitress; student workers at educational institutions; taxi/limo drivers, etc. where the employer can provide a wage lower than the minimum.
If you work for an employer who has convinced you that you have to be over 21 to be eligible for the minimum wage, contact the Department of Labor, Wage and Hour Division (in the phone book) and file a complaint. You've been had!!!

If you're in the US, it's in effect no matter how old you are.
Some states have a minimum wage higher than the federal minimum. In some of those, there's a lower minimum "training wage" for your first few months of employment if you're under a certain age - that varies by state.

I believe the minumum wage takes effect when a person reaches a legal woking age and becomes employed. In most states this would be the age of sixteen, unless the person had a special work permit which allowed him to work at the aage of sixteen.
