Ok You are after calling abroad. I would if I was you use Skype as a best bet. This is one of the best software packages out there. All you need to do is to download it and your connected. You can buy a number from practicly anywhere in the world and your friends can call you on that number.
So if you live in the middle of no where then if you buy a number from Canada or Japan your friends who live there can call a local number and it costs them a local call. Most of the time nothing.
There are lots of free computer to computer systems out there but if you want true telephone comms then go for skype.
Trust me I am a yorkshire man married to a scotish women. You don get tighter than that.
Also if you go with Skype and buy £10 of credit then you get 6 months of free land line calls.
There are many free things out there you just need to read them to suit you.

i don't know about cheap calls. however you can make free calls to another person's computer anywhere in the world if you use skype.

1. What is the Gizmo Project "All Calls Free" plan?
Calls between Gizmo Project users on the PC have always been free. The All Calls Free plan extends this "free calls, anytime" concept by allowing Gizmo Project users to make free landline and mobile calls to other fellow Gizmo Project users in 60 countries around the world.
If both parties are logged into Gizmo Project, you should just make a Gizmo-to-Gizmo call, which has always been a free call. If the person you want to call is not currently online or logged into to Gizmo at the time you call, you can then dial the "home phone" or "mobile phone" numbers they have added into their Gizmo Project profile. That call will be free provided (a) you both are active Gizmo Project users, which just means you make a few calls a week using the software and (b) are calling a qualifying number in one of the 60 countries for which the plan is offered.
We would love to make this calling plan work for all numbers around the world. However, (at least for now) we are only able to allow free calls to landline phones in 60 countries, and mobile numbers in 17 of those countries (see chart below). If the person you want to call lives in a country that's not on the list, remind them to get Gizmo Project so you can call them on their PC for free, or purchase Gizmo Call Out credit to make calls at extremely low calling rates.
2. Can I use a hardware device to make a free call?
Yes. The All Calls Free plan applies to all calls made from your SIPphone / Gizmo Project account, regardless of whether you are using the Gizmo Project softphone, another software SIP client, or a SIP hardware adapter.
3. What's the best way to call my friends, family and business associates for free?
Step-by-step:
Encourage people to download Gizmo Project, sign-up and put all of their telephone numbers (landline and mobile) into their profile.
Then, add them to your Contacts list using the "Add Contacts" item in the "Contacts" menu (or pressing the "Add" button at the bottom of the Gizmo Project software.
Enjoy calling one another for free so long as you both remain active Gizmo Project users (defined below)
If you are both online and logged into Gizmo Project, then just make a free Gizmo-to-Gizmo call
If the person you want to call is in one of the 60 supported countries, but is not on Gizmo Project at the time you call, use Gizmo Project to make a FREE call to the landline or mobile number in their Gizmo Project profile
You (the caller) can be located anywhere in the world and initiate the call from Gizmo Project
