That was called "T-Bag" and I used to watch it as a child (even though it scared me) The girl who collected spoons was called Sally, and her and T-shirt struck up a friendship/relationship of sorts, to which his auntie (that being T-Bag, who was some sort of witch) didn't approve of their friendship/relationship, and every episode, tried so hard (yet failed in every show) to thwart their closeness.

There were 2 series of this. The first had a ginger haired girl of a sort of 'Bonny Langford' style only it wasn't' her. She wasn't collecting spoons, she was collecting something else - I forget what. I thought both series were rubbish but I remember my younger sister liking it.
I hate that I can remember ancient TV programmes like that but I'm rubbish in quizzes or knowing what's the capital of where !
