Microsoft points to buy stuff like games online. Only $20 for 1600 points.
Microsoft Play and Charge kit.
A faceplate for the xbox 360.
A fanstand for the xbox 360 so it doesnt overheat.
The remote to play dvd's and whatnot so they don't have to use the controller.

The Xbox Live Vision Camera is normally $40, but you can get it at Walmart for $25. That's pretty good. If he has a wireless controller, you could get the play and charge kit. It comes with a rechargable battery pack, and a USB cord that hooks up to the console so you can charge while playing. Most faceplates are under $20 so he can change the design of the console. You could get a 1600 Microsoft Point card for $20 so he can buy Arcade games, gamerpics, themes, movies, etc... Also as some other people said, some games are under $30 now too.

Get him a game man. They have some games at Wal-Mart for 19.99-29.99 for the 360. Some are The Outfit, Perfect Dark Zero, NBA and College Basketball games, Project Gothem Racing with a free regular x box game.
I don't know about accessories but some of the games have dropped just in time ofr X-Mas... Good Luck .

if he has xbox live,a xbox live headset would do or an extra controller so u can play against him
