Yes they are mostly. But they can breaks or have holes.

They can be very affective for birth control and to prevent std's, but they must be put on right
If you don't put it on right or if you use one too small it wont work well at all

No, they are not always efective. They can rupture or just have small holes in them which sperm can travel through. It is always better to have a back up method handy, like BC pills, or foam.

FIRST off it's EFFECTIVE, not Affective!!

It's about .01 failure rating if used as designed. Much higher if it is NOT used as designed.
