If your pipes are that blocked to restrict water flow, they have probably been developing the calcium over some time--with this calcium undermining the structure of your pipes. It is quite possible if you were ever to clean this calcium from your pipes you will find leaks follow.
Replacement would be my option.
Replace with galvanized, copper, or if your area allows, pex pipe, or PVC (CPVC for hot water)..

there are a lot of chemical on the market i prefer lime away you have to get a recirculating pump and pump it through your system,be aware you must flush system with clear water for half hour after, or if you are inclined you can unsweat lines and punch them out with cleaning brushes , then get a guage it should be reading between 40 and 60 psi for pressure it could be that the pipes from the street are the ones blocked have your town check that first g/l.

At this point, it is best to replace them. I would purchase a water softener to keep this from occurring again. It will not be fun but it will save you money in the long run. SORRY!
