It is a MASSIVE and difficult process only to be untaken by someone who has been to school and learned the required process. That said, if you have a good idea and know people who can write and draw, go for it! If you only want to give them an idea, chances are it will never reach them, and if it does you won't get any money out of it.

Animation World Network is a place to hang out with real animators, and is a great place to look around.

Once you have your pitch bible all ready, episode ideas, storyboards, animatics, etc, you submit it to the studio. Copyright it first! The forms are long, but not too difficult to fill out and it only costs around $30 I think to send it in. Once you copyright everything you can sell it to the studio.

Also, ideas need to be merchandise oriented, that is to say a studio is not going to shell out the $200,000 per episode if it can't get a return on it's investment one way or another.

Now, if you are looking to actually have a studio accept your idea, then here's what you need to do:
Write everything down about the characters, setting, etc. Draw rotations, several poses, facial expressions for each. Make a chart showing the height in relation to another. Be sure to have a pilot episode scripted, and a paragraph of describing at least 3 additional episodes. Draw out storyboards to illustrate part of your script and have them mounted. Don't forget to make the animated with sounds and decent voices. Then animate a segment of the pilot based on the animatic.
