This is a difficult problem. In my opinion there is a cultural crisis in the USA. Our society is no longer emphasizing education and hard work as a way to succeed. Instead our society is focused too much on instant gratification and meaningless "bling".
Money is not the solution. Changing our cultural identity is, but that probably won't happen without a catastrophic event that unites people towards a common goal.
There will always be poor though.

Good question difficult to answer though. The money will help a certain degree if the welfare reforms that were passed into law by Bill Clinton which has effectively cut the continuation of generations getting a free ride. It may just save a few people from home break-ins and being crime victims also. Increasing education and discipline in our primary schools would set a better foundation for future generations I think . Also we are throwing the same money for similar programs to other peoples of other countries right now. Perhaps mandatory boot camp style systems to teach young offenders self discipline and to develop pride and desire in accomplishing goals . Whatever we do will cost money , but not providing anything costs money also and a rise in crime rates . I think the money sent abroad should first be used here at home and that would alleviate a good deal of the current tax burdens. Many of the problems mentioned have drastically increased since the loss of corporal punishment in the schools for bad misbehavior , bringing this back would be the most cost effective method to break the cycles you mentioned.

Jobs help! The welfare mentality is hard to overcome. I think that the schools have to have more job skill training for those that could not cut it in college, even if they tried.
Also, if you mess up you go to a serious "boot camp" right off the bat. No pampering--try to get their attention before they get a long term felony!
Get biblical and people skills taught in school and Prisons.

Legalize illegal drugs and make it something that is controlled by the government...
Take the power out of the drug dealers hands. If there wasn't an industry...maybe there would be less problems.
Whatever is being done right now, hasn't been working- (too much of an industry) .......try something fresh and make it work..

"throwing" money at anything doesn't do any good.
But a number of the programs you mentioned *have* helped people get themselves out of poverty -- and even if they remain poor, at least they don't starve to death.
Your take on poor people committing all the crimes is bigoted and incorrect, however. Yes, some poor people commit crimes, often when they can find no other way to feed themselves. But there are just as many "white collar" criminals, if not more. Before going off as above, you should probably actually *learn* about the various programs and which are and aren't successful, as well as learn about crime rates. Might help you make better decisions about "how to help" if you knew the facts.

I think those programs do help. They are much better than welfare.
But the programs you mentioned take time, and only reach the ones who are fixable. They are there.
The ones who can't be helped with those programs, end up arrested. They will get a shot at probation. During probation, they will get some treatment and/or education, if they want it.
If they violate probation, they go to prison. I hate to say it, but we will be throwing money at the prisons. Prison is our last opportunity to try to get them help.

I take excitement on your sentiments. i think of the main mandatory ingredient to end violence is to intrude for at-possibility babies. neglected and abused babies strengthen as much as perpetuate what they understand, except and till somebody steps up and makes a difference of their lives. i understand from painful adventure that a spiritual abode (and multiple can attest, a spiritual college) does no longer mean one is unfastened from forget or abuse. whilst we as Christians take heavily the command to look after the fatherless and the widows, we will see a decline in violence. it is not approximately making college extra religious, yet surely walking the communicate which will substitute the international.

We reform our policies to make sure the area is actually getting the full funding. We stop allowing anyone illiterate to graduate from school (sorry, Georgie).
Who are "they"? Are you judging everyone in urban areas?
For goodness' sake, woman! There's barely enough to go to social programs. It's all being spent on your war, which is funding killers and thieves on both sides.

It's called freedom and liberty. Free the "welfare slaves". Stop lying to them by telling them that they need government to take care of them. Give them the incentive to use their creativity and natural gifts that God gave each and every one of them.
