To elongate a torso:

Start with untucked shirts; tucking in a shirt cuts your body in two. A good fitted shirt that is specifically designed to be worn out can lengthen the torso. The hem should stop at the smallest part of your hips, right at the bones, to avoid making your legs look short, and your hips look wide. Look for ones with seaming or darts to bring in the shirt, so you don't get a bulky, boxy, looking torso.
Horizontal lines can lengthen any body, try it with pinstripes in your shirts and jackets for a subtle enhancement to your frame. Brighter and lighter colors will draw the eye, while darker colors fade into the background. To add more attention on your top, which can help make your torso look longer, keep bottoms darker and tops bolder.
Then your pants, skirts, and jeans should sit below your natural waistline. If you have a small waist, you can get away with low rise, otherwise look for a mid rise that hits an inch or two below your navel.

If you find that regular sized shirts are too long (hems hit low on the hip, or even as long as the thigh) then buy your shirts in the Petites section. A too big piece of clothing only makes you look smaller in comparison.

While these are just some general tips, at least some of them should be able to work for you. Mix and match different items until you get the look you want. The best way to figure it all out is to try things on, either in your closet or at a store, to see what looks best on your exact body.
