Not the rudest, but certainly rude. I sometimes use it in my classroom (not my current one as my students are better this year) more for shock value. I'll ask a student or class to be quiet please, repeat the request once or twice, then say shut up. I then take it as an opportunity to point out that I tried to be polite and respectful, but since they were not polite or respoectful in reponse, I figured maybe they liked rudeness and disrespect. My good kids always get a smile out of that.
It's great when a kid goes off on me saying shut up, and then his peers tell him that I was respectful first, but he was too rude to even notice that!

Yes it is one of the rudest words. In our house telling someone to shut up or calling them stupid are considered swear words. They are personal comments and very inappropriate. I would rather hear sh*t. At least it isn't at someone. It's amazing how easily it is to train your kids not to use them. If they have friends come over and one of them uses those words, my kids correct them. I also try to break the habit of What? Pardon is much nicer.

Well "shut up" is actually two words but never mind! I wouldn't say it is particularly rude. It's more of a command than an insult. I would think calling someone a c*nt is quite a lot more insulting....either that or being called a Republican!!
