There aren't 211 countries.

There are 193 countries in the world but only 192 of them are in the United Nations. Vatican City has chosen not to be part of the UN, but is still an independent country.
This list leaves off Taiwan for politcal reasons so perhaps we should say 194 countries.
Any way you cut it, there are not 211 countries.
