It's called "Claire De Lune" by Debussy... A french composer.
It's quite a popular piece so it's probably been used in a ton of films, which is why you may have heard it before...

I don't know, but it reminds me of the ice dance on edward scissorhands, I don't think it is that but sounds similar. I would like to know too, now you say it!
