I'm a mum and the best gift I could get was a kiss, a hug and an I love you. I have read some of the suggestions here and I love the ones who have suggested writing a letter, even a card with the right sentiment is lovely but you know its the special times I have with my kids, be it taking me to a movie or out for a coffee. Time is the greatest gift of all, being picked up and asked what I'd like to do for the day :-) what ever you decide your mum will love it because its a gift from you.

Really think about what she doesn't know she need. Chocolate and flowers are nice, but they don't say what they need to. And while it might seem like all that a mom would ever want is a handmade gift or card of some sort, that stopped being cute when we left home.
As for giftcards, that's a no-go, because that means that instead of thinking things out until you figure out something she'd like, you're sending her out to get what she wants. And that's more work for her.
And don't decide that just because her birthday is around Christmas that she doesn't need a nice gift. I am not joking about this, either. My mom complains if she feels underappreciated on her birthday, and it's two weeks before Christmas.
From there, it really does depend on the type of woman she is. My mom doesn't really like random people touching her, so I wouldn't send her to a spa, but I would buy her some nice bubble bath and hand creams in scents that I think she'd like. Although some moms don't mind having people touch them, so maybe a manicure and pedicure or a massage would be nice.
If your mom isn't the type to like the pampering stuff, maybe find some old photos of her and have them framed. I'm talking before you were in the picture.
And if none of that sounds like a good gift, does your mom carry a wallet? Because if your mother is like mine, she's had the same one for a while, and so I bought her a new one for Christmas. And don't go cheap on wallets, as a really nice leather one can be costly, but totally worth it.

The one gift that I got my mother that she absolutely adores is a picture of my sister, mother and I at my wedding. I picked out a really nice frame from things remembered and had it engraved and put the pic in it. It's the only family picture we have had since I was like 7 years old. She tells everyone about it when they come over to the house.
I have found that it isn't the gift that moms care about, it is the thought that went into the gift.

Buy her a gift card to a store that you know she enjoys. That way, she can pick out her own gift. For the too-busy mom, arrange for a couple of sessions with cleaners so she can forego the routine chores for a while. And for the stressed mom, a day at the spa (including a massage) would be great!

Well, you didn't say how old she is? If she is a woman my age, the best thing you could do for her is allow her a day of complete relaxation where she doesn't have to lift a finger. Surprise her with breakfast in bed (and clean up the mess) and make sure you allow her to do things she enjoys doing such as reading, soaking in a warm bath, bring her coffee or whatever she prefers to drink and just allow her to be a queen for a day to "celebrate her." Show her special she is to you.

It's kind of sad that we've never met the lady, and you, who presumably know her, are asking us.
For a few years we were giving our mom (who loves flowers and alw has flowers in her house) a gift certificate that she could use over the course of months at the flower place.
The idea isn't that she get 100 bucks worth of flowers at once, but uses it bit-by-bit over time.
However if she doesn't much care for flowers, that wouldn't be a good idea.
Is there nothing that she's casually mentioned she could use?
Is there anything that she has that's getting old and could be either replaced or upgraded?
One year for Christmas, I didn't get my mom a big gift, but bought her a whole bunch of little (cheap) gifts, and wrapped each one separately.
She had a blast opening them all, even though each was small, it made it more fun.
I gave her a bunch of the kind of candles she likes and some kitchen things, and I forget what all (I didn't have a lot of money, and this was a way to spread it out, as it were).
There's always things like music (either players or music itself like cd's), movies, books.
One can never have to much of those.
If she plays an instument, get sheet music she lacks.
A nice vase.
Buy a really nice, big picture frame, and put a lot of photos of you and your sibs at different ages in it (get some matting, and cut it out to show the photos, each surrounded by the matting).

My mother loves to have Pedicures and Manicures. A gift certificate to her favorite salon shouldn't cost you more than $100 to get both of them done. It's a way to pamper her and make her feel good.

Give her a gift certificate from Bath&Body, does she have anything she likes-does she have charm bracelet and get charm birthstone for each of you and your siblings and than every yr-if she goes on a trip or special events-try to get a charm that goes with it, like for example-I went to NZ and I got a Kiwi charm for my Mom's bracelet. She loves it!

Well I have given my Mother in the past "Decorative Snow Globes" that have Characters around the "Globe" from her fav Movie. I also have given her Figurines to add to her "Collection". If she is into "Computer games" you could get her, her Fav game. If she has a Hobbie, you could get her something having to do with her Hobby. If I'm really confused, I just ask her what she wants that I can afford, I hope this helps.

i've gotten my mom a necklace (gold heart w/ mother and baby dolphin inside, walmart), a book ('Mom let me count the ways i love you'), a silk scarf and shirt (together $20 on sale). Other general things are books by her fav author, a gift certificate for two to 'build a bear' factory (quality time if you have time for it), figurines of her fav animal, windchime, suncatcher, or small potted rose bush. If she is religious: an embroidered book cover for her bible/koran/etc., inspirational quote book, angel statue.
