The book says the spell Flare can be purchased in the Port of Balfenheim, but when I try to purchase it...it doesn't show that I can buy it (not in the inventory). How do I get it? I already have the license for it I just need the spell!

What do I need for it to become available from the seller?

The Flare spell doesn't become available until you've completed the trip to the Ridorana Cataract (and it's a pain, use the guide often, it is your friend through the 3 Ascents, BELIEVE ME! I just made it through this part last week.) Once you show up back at the Port, Flare should be available. (That's when I got it). Have fun!

It shouldn't be in your inventory. When you buy it, whoever has the license could use it, automatically. If you haven't noticed that after playing that far...then you should use spells more often. But if you're saying it's not even on the list of the purchase list, then you must do something before it becomes available.
