It is an excellent alternative to Photoshop if you are on a budget. The GIMP designers were very familiar with the goals and applications of the Adobe folks and have done an excellent job with their software. You may find the program a bit "glitchy", but for free you can't complain too much!
It is by far the most advanced freeware available for image manipulation. You won't learn it in a day, but don't give up!

I love it. I've been using it for quite a while--can't afford photoshop, but used it in college and when I worked at a yearbook publisher. Sure, there is some things you can do in Photoshop you can't do in the gimp, and some things that Photoshop does better. But when you consider how much you pay for photoshop, and that you get Gimp for free, its amazing how MUCH of what photoshop does that Gimp can do too. If you can't afford photoshop, the GIMP is definately a good alternative. I use it for all of my graphics web design, including things I'm selling through CafePress. I'm not as advances as some users, but heres some examples if you want to see:
