Spazz is a character out of a Bill Murray film called Meatballs. It also is used as an insult towards someone who might be considered a nerd.

A spazz is someone totally out of control about things and cannot keep it to themselves. In other words... a Birdo unleashed. example: When Birdo is pecking uncontrollably at Napoleon and other "mimicking" birds yelling, "STOP IT" in a screeching voice. That would be a "SPAZZ". "DEYR".

in some places it is a derogatory comment towards mentally disabled people. However here, the US, it is used to describe someone who acts wildly (not partying) and does odd actions such as doing random interpretive dances that are very weird.
