and her breast is developed. How should i prepare her that she looks different, now she is 3 years old

Same way you deal with any kid who has any condition that makes them look out of the ordinary. Tell her, in simple terms she can understand, why she looks different from the rest of them. Tell her that it doesn't make her a bad person, or somehow "wrong". And tell her that if people don't give her respect and understanding, it's because they haven't been brought up properly, and that she doesn't need to be ashamed.
Keep a special eye out on her to see if she is getting bullied or is feeling depressed. A useful link is attached

Poor girl! Ummm, I don't know. But don't tell her too much, you don't want to make her feel bad about herself. Hope the two of you have good luck with that!

does she have periods pubic hair ect.. and how big are her breast cause i dont think if there big dont think u should worry bout it
